Tom Spengler

Chief Executive Officer

Tom is an accomplished executive with more than two decades of leadership experience in the GovTech industry, having held roles as a CEO, advisor, board member, entrepreneur, and investor.

He is passionate about government transformation through cutting-edge technology, civic innovation, and public sector leadership. Tom brings deep operational expertise as a three-time GovTech 100 CEO and is the co-founder of Granicus, a leading civic tech platform that has helped modernize how governments engage, communicate, and deliver services.

Throughout his career, he has worked closely with public sector leaders, technology founders, and mission-driven teams to scale impactful solutions and drive organizational growth. He has served as a Board Member at Granicus, PrimeGov, Rock Solid Technologies, CivStart, Automotus, and SOVRA, contributing strategic guidance to companies shaping the future of digital government.

Sarah Gomel

Chief of Staff

With extensive experience in SaaS, GovTech, and mission-driven organizations, Sarah is a seasoned operator who specializes in aligning people, processes, and priorities to accelerate growth. Prior to joining SOVRA, Sarah served in senior People Ops and change-leadership roles, including at SDL, Rock Solid, and Granicus, where she supported rapid growth, acquisition, and cultural integration.

As Chief of Staff at SOVRA, Sarah leads internal communications, goal alignment, and employee experience to drive operational excellence across the organization and help teams execute with focus, momentum, and cohesion. She partners closely with the Executive Team to translate strategy into action, strengthen organizational health, and ensure employees are engaged, informed, and connected as the company scales.

Sherif Agib

Chief Customer Officer

Sherif brings 20 years of results-driven SaaS and GovTech leadership experience with a track record of driving growth, customer success, and operational excellence. With senior leadership roles across multiple high-growth organizations, Sherif combines deep operational insight with a customer-centered philosophy.

As Chief Customer Officer, his focus is driving the highest value for our customers through consultative guidance while ensuring our government customers view us as an extension of their efforts to better serve the community.

Earlier in his career, Sherif played a pivotal role at PrimeGov. He joined as COO, and then CEO, guiding the organization’s operations, strategy, and customer-facing teams during a critical phase of growth. His tenure at Rock Solid Technologies further showcased his ability to merge vision with execution, particularly when customer success, product innovation, and government process expertise had to be tightly aligned.

Patrick Boisvert

Vice President, Information Technology

Patrick has more than 25 years of IT experience acquired during his career in major companies such as CGI, National Bank, WSP Global, and SNC-Lavalin.

As head of the IT team at SOVRA, he ensures that technology solutions align with the company’s strategic goals while maintaining the security, performance, and modernization of infrastructure.

Patrick fosters a collaborative and agile culture that supports continuous improvement and the adoption of emerging technologies. With his results-oriented approach, he actively contributes to enhancing operational efficiency and supporting the organization’s sustainable growth.

Mike Cook

Chief Product Officer

Mike has extensive experience in SaaS software and over 15 years specializing in public sector procurement and GovTech, Mike has established himself as a recognized leader in the field.

As Chief Product Officer, Mike oversees SOVRA’s product roadmap, strategy, and innovation—driving growth and delivering lasting value to customers. With a focus on public sector technology, he leads initiatives to advance SOVRA solutions and streamline government operations for greater efficiency and impact.

Before joining SOVRA, he founded and successfully led MPC Consulting, a strategy and advisory firm specializing in Source-to-Pay, Procurement Operations, and Supply Chain digital transformation. He previously led the Public Sector businesses at both Icertis and Ivalua, where he grew and modernized their Public Sector businesses—partnering with government organizations to advance procurement innovation.

Deborah Dumoulin

Chief Financial Officer

Deborah has an established track record of leading high-performing teams and steering complex financial operations with precision and strategic insight. Previously a partner at PwC Canada and Vice-President of Finance and Financial Reporting at Fiera Capital Corporation, Deborah brings extensive global financial management and operational expertise.

Renowned for her unwavering rigor, Deborah combines a structured, analytical approach with the ability to navigate highly complex environments. Her strategic vision, reliability, and uncompromising commitment to accuracy distinguish her as a finance leader who drives both operational excellence and sound decision-making. As a senior executive, she ensures the highest standards of financial transparency while actively shaping organizational strategy. Her professionalism, discretion, and leadership make her a trusted advisor to the executive team.

Tom Duncan

Chief Revenue Officer

Tom has spent over 20 years in GovTech, leading, building, and optimizing high-performing GTM organizations. His track record of scaling companies spans the entire SLED market, where he has partnered with startups, growth-stage organizations, and mature enterprises.

As SOVRA’s CRO, he focuses on integrating and optimizing all revenue generation including sales, marketing, partnerships, and solution consulting teams. Tom’s approach is data driven and he drives a culture of development to improve growth, profitability and scaling for long term success.

Throughout his career, Tom has been recognized for his ability to develop teams that not only meet their goals but consistently outperform them through disciplined execution, clear operational rigor, and a strong culture of accountability. Over the past decade, Tom has also collaborated closely with private equity firms, advising on GTM optimization, organizational design, and operating frameworks to drive sustainable and repeatable revenue growth.

Clayton Feick

President, Supplier Business

With over two decades of experience in software and data across banking, capital markets, and GovTech, Clayton is an entrepreneurial, results-driven leader at the intersection of technology and markets.

As President of SOVRA’s Supplier business, he is committed to helping companies adopt modern data and technology to make government procurement more transparent and efficient. Previously, as CEO of Ontopical, he led the company’s strategy, execution, and growth until its acquisition by SOVRA in 2025.

Clayton has led high-growth teams at early-stage startups—including Quandl (acquired by Nasdaq) as VP, Global Head of Sales, and Flinks (acquired by National Bank of Canada) as Chief Revenue Officer—and held senior business development roles at Thomson Reuters, managing key relationships in its financial and risk division.

Martin Lind

Vice President, Strategic Partnerships

Martin is an experienced partnership and business development leader with a proven track record of creating win/win/win outcomes for his company, partners and clients.

As VP of Strategic Partnerships, Martin brings decades of experience driving growth through strategic alliances, channel development, and ecosystem partnerships.

His career spans leadership roles at SaaS organizations that serve the public sector, including Procore Technologies, Euna Solutions, Tyler Technologies, Granicus, and Blackboard, specializing in building scalable partner programs and leveraging alliances to foster innovation. Early in his career, he worked as a staffer on Capitol Hill and served as a technology consultant to state and local government agencies at Gartner Consulting. He is also an active advisor with CivStart, helping early-stage companies accelerate impact in government technology.

  • Academic Background: Master of Public Administration from the University of Southern California and a BA in Political Science from the University of Pennsylvania.

Chris Van Beke

Senior Vice President, Strategy

Chris is a serial entrepreneur who has focused the past 15 years in bringing innovation to the public sector.

As Senior VP, Strategy, he oversees the development and delivery of innovative customer solutions, including transaction-based and data-driven platforms. Chris came to SOVRA in 2020 by way of acquisition of the source-to-contract platform (Vendor Registry) he co-founded in 2011 and grew to over 400 local governments across 25+ states.

Before, Chris co-founded and lead operations, financing and development for multiple technology-based companies. Chris started his career in finance and Investment Banking in New York and Washington, DC.

Jessie Yu

President EcoInteractive

Jessie is an entrepreneurial leader with a strong track record of driving growth and transformation in both high-growth startups and Fortune 500 environments. As CEO of EcoInteractive (acquired by SOVRA in 2024) from 2018 to 2024, she led the company through a period of sustained innovation and national expansion, establishing its ProjectTracker software as the leading enterprise SaaS solution for capital program planning in the public sector.

Under her leadership, EcoInteractive empowered transportation planners and environmental regulators across the U.S., enabling over $480 billion in capital investments to be managed efficiently across 30,000+ projects. Jessie’s vision and execution helped transformed how governments plan and deliver infrastructure investments.
