Luc Filiatreault

President and CEO

Luc Filiatreault has an immense track record of successfully growing businesses. He founded and/or led seven businesses in technology, IT and aerospace, in addition to having completed two IPOs and raised several levels of funding totalling over 300 M$ from Canadian and US venture capitals, as well as institutional investors.

A natural leader with great communication and interpersonal skills, he has the experience to take a hyper-growth company to the next level, where it will become a dominant player in its market.

Deborah Dumoulin

Chief Financial Officer

Deborah Dumoulin joined SOVRA in November 2020. She was previously a partner at PwC Canada as well as Vice-President Finance and Financial Reporting of Fiera Capital Corporation. Deborah has extensive global financial management and operational experience.

Julie Bélanger

Vice President, Human Resources

Julie Bélanger joined SOVRA in 2020 as Vice President, Human Resources. She has more than 20 years of experience in human resources management in large companies, particularly in various sectors including retail, manufacturing and air transport.

Before joining SOVRA, she was PARH Divisional Vice President at Lowes Canada where she participated in the integration and harmonization of the HR programs of two hardware giants, Rona and Lowes. Previously, she spent ten years at Transat where she participated in multiple projects including the internalization of short-range type aircrafts. She also experienced strong growth projects at Provigo, with the Loblaws brand that was establishing itself in Quebec.

These various experiences have enabled her to participate in major business mergers and the complete review of the human resources service offering. She has developed her expertise in labor relations, total compensation and organizational development while honing her business acumen and leadership skills. She holds a bachelor’s degree in psychosociology from the University of Quebec in Montreal.

Patrick Boisvert

Vice President, Information Technology

Patrick Boisvert joined SOVRA in 2020 as IT Procurement Manager. He was promoted to Sr Director, Infrastructure & Operations, and was responsible for the IT infrastructure team’s activities. As of April 2022, Patrick is Vice-President, Information Technology. Patrick has more than 25 years of IT experience acquired during his career in major companies such as CGI, National Bank, WSP Global and SNC-Lavalin.

Thierry Jaffry

Chief Growth Officer

Thierry Jaffry joined SOVRA in September 2022 as Chief Growth Officer. He leads the Sales and Marketing teams, driving SOVRA’s growth strategy, execution, and go-to-market initiatives.

With 25 years of experience in technology across Europe and North America, Thierry is a seasoned executive who has spent the past 15 years specializing in the ProcureTech space, earning recognition with notable industry awards.

Prior to joining SOVRA, Thierry held senior leadership roles at Fluxym (a leading ProcureTech Systems Integrator) and Ivalua in North America, as well as Jaggaer in Europe. He holds a Master’s degree in Management from ISC Paris Business School, France.

Yan Charbonneau

Chief Technology Officer

With nearly five years of progressive leadership at SOVRA, Yan currently serves as Chief Technology Officer, driving the company’s technology vision and execution across a portfolio of SaaS and enterprise-SaaS products. Based in Montreal, he leads a multidisciplinary team of professionals—including developers, QA, product owners, UX specialists, and tech operations staff.

Prior to his appointment as CTO in 2021, he held senior roles as SVP and VP of Product & Technology, where he was instrumental in aligning product roadmaps with business strategy and fostering a culture of transparency, accountability, and innovation.

Mike Cook

Chief Product Officer

Mike joined SOVRA in 2024 as Chief Product Officer, where he oversees the development of the product roadmap, strategy, and innovation to drive growth and deliver value to customers. With a focus on public sector technology, he leads initiatives to advance GovTech solutions and streamline government operations for greater efficiency and impact.

With extensive experience in SaaS software and over 15 years specializing in public sector procurement and GovTech, Mike has established himself as a recognized leader in the field. Prior to joining mdf, he founded and successfully led MPC Consulting, a strategy and advisory firm specializing in Source-to-Pay, Procurement Operations, and Supply Chain digital transformation. In this role, he partnered with organizations to deliver measurable improvements and transformative GovTech solutions.

Previously, Mike served as General Manager of Public Sector at Icertis, where he launched the company’s first government-focused product, ICI for GovCon, driving adoption and addressing unique federal contracting challenges. At Ivalua, he led the global Public Sector vertical, overseeing all go-to-market functions and spearheading the development of the Ivalua for Public Sector product offering.

Mike’s expertise spans systems implementation, solution architecture, product management, and go-to-market execution, making him a trusted advisor in the GovTech space. He is deeply committed to fostering innovation and empowering organizations through strategic investments and impactful solutions that deliver lasting value. A tech enthusiast at heart, he is passionate about fostering innovation in collaboration with public sector organizations, helping them achieve their goals and fulfill their mission.

Jessie Yu is an entrepreneurial leader with a strong track record of driving growth and transformation in both high-growth startups and Fortune 500 environments. As CEO of EcoInteractive from 2018 to 2024, she led the company through a period of sustained innovation and national expansion, establishing its ProjectTracker software as the leading enterprise SaaS solution for capital program planning in the public sector.

Under her leadership, EcoInteractive empowered transportation planners and environmental regulators across the U.S., enabling over $480 billion in capital investments to be managed efficiently across 30,000+ projects. Jessie’s vision and execution helped deliver measurable impact in time savings, data quality, and public engagement—transforming how governments plan and deliver infrastructure investments. EcoInteractive is now part of the SOVRA family of solutions since being acquired in 2024.
