Frequently Asked Questions

General

What is MERX?

MERX is Canada’s longest-running electronic tendering platform, aggregating public procurement opportunities from federal, provincial, territorial, and municipal buyers, as well as select private-sector organizations, across all ten provinces and three territories.

How does MERX relate to SOVRA?

MERX is one of SOVRA’s core supplier-facing platforms, serving the Canadian market alongside Bidnet Direct in the U.S. Together they form SOVRA’s North America-wide supplier network.

What geography does MERX cover?

MERX covers opportunities from across Canada, including federal departments, provincial and territorial governments, municipalities, school boards, Crown corporations, and private-sector organizations.

How many opportunities are typically listed on MERX?

MERX typically lists thousands of active opportunities at any given time, including procurement opportunities from all levels of Canadian government as well as private-sector organizations, covering goods, services, and construction projects.

Who uses MERX?

MERX is used by organizations of all sizes across a wide range of industries. Businesses rely on MERX to discover public sector opportunities, access procurement information, and compete for contracts with governments and other public sector organizations.

Registration & Account

How do I register on MERX?

You register online by accepting the MERX Terms and Conditions and completing a short registration wizard to set up your supplier profile.

Can I add organization-specific subscriptions to my account?

Yes. Once registered, you can log in, go to your Customer Profile, and add a subscription to a specific organization or additional MERX services using your existing account.

Is there a registration fee?

Creating a basic account is free. Accessing and downloading certain tender documents may require a paid subscription.

Plans & Pricing

What subscription options does MERX offer?

MERX offers a free Basic account and paid membership plans that provide expanded access to tender documents and additional procurement tools.

Are plans regional or national?

Both. You can subscribe to a specific province (such as Alberta, British Columbia, Ontario, etc.), a regional grouping like the Atlantic provinces, or an all-Canada plan covering every province and territory.

Are prices billed monthly or annually?

Monthly and annual billing are available for the Local package. Regional and National packages are available with annual billing only.

Finding Tenders

How are tenders classified on MERX?

Tenders are classified using Goods and Services Identification Numbers (GSINs), an international coding standard. Each GSIN is linked to a MERX category, so selecting one automatically places the opportunity in the relevant category for suppliers to find.

How do I search for relevant opportunities?

You can search by keyword, GSIN, or category, and MERX provides tutorials directly from the homepage explaining how to refine your search effectively.

What is the Document Request List?

The Document Request List, accessible from within an opportunity notice, shows which other suppliers have ordered the same tender documents — useful for identifying potential partnering or competitive intelligence opportunities.

Submitting Bids

What is eBid Submission?

eBid Submission lets you submit your bid electronically and securely through MERX rather than by mail or in person, when the buyer accepts electronic submissions.

Is electronic submission mandatory?

It depends on the opportunity. Each notice indicates whether e-bid submission is Mandatory, Optional, or Not Available — check this field before deciding how to submit.

Are there fees for using eBid Submission?

Yes, certain fees may apply for certain opportunity submitted through MERX’s electronic bid submission feature for open tenders.

How are submission deadlines timed?

MERX’s servers are synchronized to official Canadian time sources (Environment Canada and the National Research Council), so closing times are based on an authoritative, consistent clock rather than your local device.

Bilingual Considerations

In what language are tenders published?

The contracting authority — not MERX — decides the language in which a given opportunity notice and its documents are published. Some are English-only, some French-only, and many federal and Quebec opportunities are published in both.

What should I do if I have questions about a notice's language or content?

Direct those questions to the opportunity’s originating purchasing agency, listed in the abstract’s contact section — MERX publishes the notice but isn’t responsible for its content or language choices.

Do I need to respond in both English and French?

It depends on the buyer. Many federal contracts and Quebec provincial contracts require bilingual proposals, or at minimum require that the awarded supplier be able to deliver services in both official languages — always check the specific solicitation’s requirements.

Support

Who do I contact about a specific opportunity?

Questions about a specific tender’s content should go to the purchasing agency listed in that opportunity’s contact details, not to MERX support.

Where can I get help with registration or my account?

MERX provides a registration help guide and support resources accessible from the platform, covering account setup, subscriptions, and general navigation.
