How a Retail Recruitment Firm Turned City Comprehensive Plans into a $165K Win

November 3, 2026

Cities rarely announce that they need help attracting retailers. The need shows up first in a SWOT table on page 235 of a 600-page comprehensive plan or in a planning commission agenda nobody outside city hall reads. A leading retail recruitment and economic development firm used Ontopical to find those signals across hundreds of small municipalities and won a three-year contract worth $165,000, a win the firm credits directly to the platform.

The Customer

Our customer is a retail recruitment and economic development firm that helps cities and towns across the United States attract the retailers, restaurants, and services their residents need. Its sales and marketing team of six to seven reps covers municipalities of every size, many of them small communities of 20,000 people or fewer.

The team’s job comes down to one thing: find communities that need retail recruitment help, reach the right people, and start the conversation before a competitor does.

The Challenge: Needs Hidden in Plain Sight

For a retail recruitment firm, the best leads rarely arrive as RFPs. A town may never publish a solicitation for retail recruitment services. Instead, the need sits inside planning documents: a comprehensive plan that names “retail voids,” an economic development SWOT that flags residents leaving town for basic services, or a council discussion about high business turnover.

Finding those signals across hundreds of small jurisdictions was slow, manual work. The team faced four core challenges:

  • Manual, needle-in-a-haystack research
Reps opened comprehensive plans one by one and searched them for the word “retail.” Without knowing which cities to look at, they were swinging blind.
  • Signals buried in massive documents
The most valuable insights sat deep inside 600- to 1,700-page PDFs that general web searches and public AI tools could not reliably read.
  • Outreach going to the wrong people
Reps typically contacted city managers, mayors, or economic development directors. In some cities, the conversation was actually happening in the planning commission, so outreach went unanswered.
  • No way to cover every market
With a handful of reps and thousands of municipalities, the team couldn’t monitor every agenda, minutes document, and council video on its own.

Why Change?

Leadership had set a clear goal: rapidly grow the value of the sales funnel over the next year. The team already knew it needed a solution. The question was which one.

They had been burned before by software that demoed well but proved hard to use day to day. So, they wanted a platform that could:

  • Surface municipalities discussing retail needs, even when no RFP exists
  • Read large planning documents and pinpoint exactly where retail comes up
  • Identify the right contacts behind each opportunity
  • Work in real reps’ hands, not just in a polished demo
  • Keep their search activity and pipeline private from competitors

Ontopical stood out because it was built for early procurement intelligence and backed by hands-on customer success support from day one.

The Solution: Ontopical as the Team’s Retail Signal Engine

  • Early signals from planning documents
Ontopical collects 2.5 to 3 million pages of government content every week, including agendas, minutes, comprehensive plans, and council videos. Its AI copilot, Oliver, flags conversations about retail voids, business recruitment, and service gaps that match the team’s focus.
  • Answers from inside the document
Oliver takes reps straight to the relevant page of a 600-page plan and answers follow-up questions, such as whether a mention comes from a comprehensive plan or an active discussion.
  • The right people, not just the right city
Oliver identifies likely points of contact from the documents and beyond. In one case, it surfaced a city’s Director of Planning and Community Development, a key contact the firm hadn’t been reaching.
  • Outreach that shows you did the homework
Reps can open with a specific reference to a city’s own plan, positioning themselves as consultants who pay attention, not vendors waiting for an RFP.
  • Competitive intelligence and alerts
The team searches every collected document for competitor mentions and sets alerts to track them across jurisdictions.

The Impact: A $165K Win and a Smarter Way to Prospect

  • Revenue Impact
One of the firm’s reps fully attributed a recent contract win to Ontopical. The contract is worth $55,000 per year over three years, for $165,000 in total contract value.
  • Less time searching, more time selling
Instead of manually scouring the internet for cities that mention retail, reps get relevant opportunities in one place, with meeting minutes and council videos side by side.
  • Outreach that reaches decision makers
By seeing who is actually driving the conversation, such as a planning commission rather than the mayor’s office, reps now target the people who can act on a retail need.
  • More relevant conversations
Referencing a city’s own comprehensive plan gives reps a credible, specific reason to reach out, and municipalities tend to welcome it.
