The need has been identified, a funding path may have emerged, and the scope has started to take shape. Those decisions often leave a public trail, and a capital improvement plan is one of the best places to find it.

That is why capital plans matter if you sell to public agencies. They show what an agency expects to build, replace or buy, roughly when, and how it expects to pay. They are public, updated on a regular cycle, and often available before a project reaches a procurement portal.

This guide explains what a CIP is, how it is built and adopted, what the status labels mean, and what three real adopted plans look like. It ends with a routine you can run every year. It is the hub for a short series. Each article goes deeper on one part, and we link to them where they fit.

What is a capital improvement plan?

A capital improvement plan is a multi-year plan that lists the capital projects a government expects to undertake, estimates their cost, names how each will be funded and schedules them across fiscal years. The same document goes by several names: capital improvement program, capital plan or capital program. Do not confuse it with the capital budget, which appropriates money for the current fiscal year. If you have searched « what is CIP in government, » this is the answer. The acronym stands for capital improvement plan or program.

The Government Finance Officers Association (GFOA) recommends that governments adopt multi-year capital plans. It says a prudent plan prioritizes needs based on a strategic plan, sets project scope and cost, shows estimated funding from each source and projects future operating and maintenance costs. Its guidance describes a capital-plan horizon of five to 25 years or more.

What counts as capital. Agencies set their own thresholds, which is why one agency’s CIP looks very different from another’s. Riverside, California, defines a capital project as one costing at least $20,000 with a useful life of at least ten years, in its 2018 fiscal policy. North Andover, Massachusetts, counts items over $25,000 that will last more than five years.

How a capital plan is structured

Most CIPs share the same skeleton, whatever the agency.

<div class="elementor-element elementor-element-2c32cf5 elementor-widget elementor-widget-elementskit-table" data-id="2c32cf5" see frequently in capital planning documents. A plan can be adopted while individual projects in it are unfunded. Iowa City, Iowa, is a clear example: its 2026-2030 plan lists three new fire stations at $35 million in an unfunded section, so they are in the plan but not approved for spending.

A project can also be held back after adoption. Albert Lea’s council approved its plan but attached a condition: it must separately approve any part of the City Hall improvements before they proceed.

Three adopted plans, three kinds of agency

Capital improvement plans vary widely by agency, but the underlying signals are similar: what the agency plans to invest in, when the work may happen, and how far each project has progressed.

Here are three examples from different types of public agencies.

A city: Albert Lea, Minnesota

Albert Lea adopted its five-year capital improvement plan in December 2025. The plan included major projects such as wastewater treatment upgrades, street reconstruction, City Hall improvements and redevelopment work.

What makes the plan useful is that the projects are not all at the same stage. Some have identified funding sources, some depend on grants or bonding, and others still require additional council approval before they can move forward.

What this tells a supplier: A project appearing in an adopted CIP is an important signal, but the funding source, approvals and next planned phase help indicate how close it may be to procurement.

A county: Mecklenburg County, North Carolina

Mecklenburg County’s FY2026–2030 capital plan covers investments in county facilities, infrastructure, equipment and land. Projects are connected to specific fiscal years and are influenced by factors such as facility condition, demand, community input and long-term planning.

For example, the plan identified recreation-center renovation and reconstruction projects scheduled for different fiscal years. The county had also begun engaging residents on some upcoming projects months before the plan was approved.

The plan later became a useful reminder that capital priorities can change. In March 2026, the county considered pausing its existing five-year CIP while it reassessed capital spending amid broader budget pressures.

What this tells a supplier: The fiscal year attached to a project provides a useful timing signal, but suppliers should continue monitoring budgets, board meetings and plan updates even after a CIP is adopted.

A school district: Fairfax County Public Schools, Virginia

Fairfax County Public Schools adopted its FY2027–2031 capital improvement plan in February 2026. Like many school districts, it reviews enrollment, facility conditions and long-term infrastructure needs each year as it updates its capital priorities.

School-district CIPs can include projects such as renovations, HVAC upgrades, roofing, security improvements and major facility work. Because districts publish updated plans regularly, suppliers can also compare multiple years to see whether a project is newly introduced, delayed, expanded or moving closer to funding.

What this tells a supplier: A single CIP provides a snapshot. Comparing plans across several years can reveal changes in project priority, timing and readiness.

Across all three examples, the lesson is the same: an adopted capital plan is not a procurement schedule. It is a planning signal. The real value comes from understanding the project’s funding, timing, approvals and what happens next.

From need to procurement: a typical path

This is a common sequence, not a fixed one. Stages overlap, repeat and get skipped, and our stage-by-stage guide covers the detail.

A need is identified: an aging asset, a regulation, growth or a safety concern.

A master or strategic plan names it as a priority.

A CIP line appears, proposed or unfunded.

The governing body adopts the CIP.

The capital budget appropriates money for the first year.

Possible next step, not guaranteed: a study, design work or a consultant contract.

Possible next step, not guaranteed: a procurement notice or RFP.

What a capital plan can and cannot tell you

It can tell you what an agency says it needs, how much it expects to spend, how it intends to pay and roughly in which year work is scheduled. A project that appears in several plans, or climbs from unfunded to funded, is worth attention.

It cannot tell you when a solicitation will be issued, whether the work will be bid, bought off an existing contract or done in-house, or who will win it. Between a plan line and a published RFP sit stages like budget adoption, studies, consultant selection and scope development.

One caution applies to everything above. A CIP listing is not a guaranteed contract, and there is no universal schedule that turns a plan year into a bid date.

A routine you can repeat every year

Capital plans reward the people who read them regularly. A simple routine:

List your target agencies and note each one’s fiscal year, plan adoption month and meeting calendar.

Save each year’s plan with its status and date, so you can compare versions.

Log new, changed and removed lines. Projects that slip a year or grow in cost tell you something.

Check the funding status of each line: proposed, approved, funded or unfunded, and the source of money.

Name the next document that would confirm the project, such as a budget hearing, a study or a consultant contract.

Re-check at adoption and budget time, and after any bond measure or grant decision.

Following capital plans across many agencies

Reading one plan is manageable. Tracking hundreds, each on its own calendar and in its own format, is where most teams fall behind.

Ontopical monitors public planning sources such as capital plans, budgets, agendas and meeting minutes, and surfaces the signals that match the categories and agencies you care about. It helps you monitor the same public trail across many agencies. It does not predict when an agency will issue a bid, and it gives you no access the public does not already have.

Frequently asked questions

What is a capital improvement plan?

A capital improvement plan is a multi-year plan listing the major projects and purchases a government expects to make, with costs, funding sources and timing. Cities, counties, school districts and special districts all use them.

What does CIP stand for in government?

CIP stands for capital improvement plan, or capital improvement program. The terms are used interchangeably, and some agencies simply say capital plan.

What is the difference between a CIP and a capital budget?

The capital budget appropriates money for the current year. The CIP looks several years ahead. In many agencies only the first year of the CIP is funded through the adopted budget.

How many years does a CIP cover?

Most cover five years, and some cover more. GFOA describes a horizon of five to 25 years or more, but each agency sets its own, and most plans in this guide cover five.

Does a project in a CIP mean an RFP is coming?

Not necessarily. The project may be unfunded, delayed, bought through an existing contract or handled in-house. A CIP entry is a reason to watch, not a promise of a bid.

Where do I find an agency’s capital improvement plan?

Usually on the finance, budget or public works page of the agency’s website, and often as an attachment to budget hearing agendas.

Can a CIP project be cancelled?

Yes. Projects can be delayed, reduced, reprioritized or removed, and an adopted plan can be restructured, as Mecklenburg County’s 2026 pause shows.

Educational content only. Figures and dates come from the public sources linked here as of October 2026, and capital plans change often. A capital plan entry is not a guaranteed contract or a schedule for a solicitation.

By the time an agency posts a solicitation, many important planning decisions have already happened.
